The following are informative minutes of the November 3, 2005 meeting of the WCA Board of Directors. Please note that these minutes may not cover all of the subjects discussed or motions passed by the board. The portion of the minutes dealing with confidential attorney-client communications, personnel issues, legislative strategies, communications with legislators, communications with government employees, political contribution strategies and specific complaints or information about individual practitioners is considered confidential by the board. WCA members may obtain detailed minutes by contacting the WCA office.

 

The meeting was called to order at 8:30 a.m. by WCA president Sherry Walker, DC at the WCA building in Madison.

 

Motion: Moved by McMahon, seconded by Steele to approve the minutes of the September 29, 2005 meeting. Motion carried.

 

Insurance Commissioner Complaints

 

The board discussed a meeting held with Jorge Gomez, Wisconsin’s Insurance Commissioner dealing with WEA’s refusal to allow their insured the right to an external review and Humana’s apparent violation of the rules relating to data bases in the processing of a claim.

 

Motion: Moved by Bronston, seconded by Church to request the Attorney General take action against the Insurance Commissioner if the complaints are not handled properly. Motion carried

 

Best Practices

 

The board discussed the process the WCA will use to insure that the “Best Practices” document gets distributed as quickly as possible. The board also agreed to make recommendations to the President regarding its nominations to the Best Practice Review Committee by November 10th.

 

Medicare

 

The board discussed the federal legislative initiative to cut Medicare reimbursement by 4.3 percent and the anticipation that the legislation will also contain some type of “pay for performance” initiative.

 

Biomate

 

The board discussed the request by Biomate Corporation to advertise in the Wisconsin Chiropractor. The board decided that the products sold by the company did not relate to a chiropractor’s scope of practice.

 

Motion: Moved by Douglas, seconded by Varish to accept Biomate as an advertiser or an associate member. Motion failed.

 

Motion: Moved by McMahon, seconded by Adams to continue advertising on the Brewer radio network. Motion carried.

 

The Wisconsin Health Project

 

The board discussed a meeting held at the WCA with David Reimer of the Wisconsin Health project. Under this proposal all employers would pay a fair assessment which would fund health insurance for all Wisconsin residents. This plan has been presented to the legislature; however, its prospects for passage appear to be very low.

 

Chiropractic Claims Workshop

 

The board reviewed a workshop sponsored by the California Investigative Academy which is open only to insurers in which the entire workshop is devoted to explaining fraudulent chiropractic billing practices.
