Any Willing Provider Legislation
The board discussed the
Supreme Court decision regarding any willing provider laws and the decision’s
potential impact on a law that might be passed in

The board discussed a
complaint received from WMS over the issue of a chiropractor using a phone
service to solicit for patients. While the WCA believes this is an unethical
practice, the examining board, does not find it to be unlawful.
NAET
The board discussed the fact
that the Chiropractic Examining Board has banned chiropractors from using NAET.
An article will appear in an upcoming issue of the Wisconsin Chiropractor.
HIPAA
The board discussed
compliance issues related to HIPAA and encourages those members with HIPAA to
contact the WCA office.
Insurance Commissioner – Discounting
The Insurance Commissioner’s
Office confirmed the WCA’s position that all discounting may not violate state
or federal laws including the potential of insurance fraud. The WCA’s new Chiropractic Business Manual addresses
the discounting issue from a wide variety of perspectives.
CE/HIPAA
The Chiropractic Examining
Board accidentally approved some college sponsored HIPAA programs for CE
credit. As a result, they have removed the credit for CE hours for HIPAA
programs offered by colleges during 2003. Doctors that attended these programs
will not receive CE for any of the courses regardless of the attendance
vouchers they may have received from the college.
