The following are informative minutes of the June 5, 2005 meeting of the WCA Board of Directors. Please note that these minutes may not cover all of the subjects discussed or motions passed by the board. The portion of the minutes dealing with confidential attorney-client communications, personnel issues, legislative strategies, communications with legislators, communications with government employees, political contribution strategies and specific complaints or information about individual practitioners is considered confidential by the board. WCA members may obtain detailed minutes by contacting the WCA office.

 

The meeting was called to order at 8:30 a.m. by WCA president Sherry Walker, DC. Member absent: Dr. Bronston.

 

Motion: Moved by McMahon, seconded by Douglas to approve the minutes of the April 22, 2005 meeting. Motion carried.

 

Educational Foundation and Building Fund

 

In a discussion concerning the board’s long term responsibility to insure the financial foundation of the WCA, the board discussed the creation of an educational foundation and a permanent building fund. The board requested the staff to gather more information on this topic.

 

Manipulation by a Veterinarian

 

The WCA received complaints concerning a veterinarian who claims he was providing chiropractic like services to animals. After a letter from the executive director, the veterinarian apologized and changed his advertising.

 

Palmer Alumni

 

The board discussed the problems between Palmer college and its alumni association.

 

Ethics Policy

 

The board discussed several examples the WCA received about unethical conduct on the part of the WCA. The WCA will continue to provide as much guidance as possible to its members on this topic.

 

Wisconsin Arthritis Council

 

The board approved the Wisconsin Arthritis Council’s policy statement. The statement is available from the WCA office.

 

Motion: Moved by Varish, seconded by Steele to approve the policy statement of the Wisconsin Arthritis Council. Motion carried.

 

Insurance Commissioner

 

The executive director provided the board with the background on the complaint filed by the WCA concerning an apparent violation of Wi. Administrative Code by insurers that are not properly calculating UCR data bases. The discussion did not include discussion of any specific prices and only focused on the potential technical violations of the law.

 

Carpal Tunnel

 

The board discussed the opinion of an IME reviewer that carpal tunnel was outside the scope of chiropractic practice. The board adamantly disagreed and directed the executive director to file a complaint with DRL.

 

Chiropractors as Specialists

 

The board held a discussion on whether or not chiropractors should be referred to as specialists. The consensus of the board was that referring to a chiropractor as a specialist was inappropriate.

 

Motion: Moved by McMahon, seconded by Varish to nominate Steve Douglas, DC to be the Vice-President of the WCA. Motion carried.
