The following are informative minutes of the September 28, 2006 meeting of the WCA Board of Directors. Please note that these minutes may not cover all of the subjects discussed or motions passed by the board. The portion of the minutes dealing with confidential attorney-client communications, personnel issues, legislative strategies, communications with legislators, communications with government employees, political contribution strategies and specific complaints or information about individual practitioners is considered confidential by the board. Minutes

 

The meeting was called to order at 10:00 a.m. by WCA President Sherry Walker, DC at the Kalahari Resort in Wisconsin Dells.

 

Motion: Moved by Douglas, seconded by Steele to approve the minutes of the August 3, 2006 meeting. Motion carried.

 

Nutrition

 

The board discussed the final approval of the nutrition rule by the state. The rule is expected to be effective December 1, 2007. Program dates for the required 48 hours of education could not be announced because the examining board may decide not to approve any programs until after the effective date of the rule. The examining board has never previously taken this position and the board determined staff should do everything possible to avoid additional delay in bringing these services to patients.

 

The board also discussed the examination requirements of the rule, the security provisions for attendees, and the details of the programs that will blanket the state.

 

CCGPP

 

The board discussed all of the activities of the WCA in its efforts to defer publication of these guidelines until such time as the guidelines reflect the consensus views of chiropractic organizations across the country. In addition to over 35 separate communications with the states, the production of an audio recording, and the compilation of the major opinions released on this document, the WCA has also been instrumental in designing the process for the COCSA meeting in November that will determine COCSA’s position of the best practice document.

 

Radiology Guidelines

 

The board reviewed the Practicing Chiropractor’s Committee for Radiology Protocols (PCCRP). These guidelines represent a major effort on the part of its authors to develop radiology guidelines for use by the chiropractic profession. Because of the complexity of the guidelines, the board decided to continue the discussion at its November meeting.

 

Motion: Moved by Douglas, seconded by McMahon to request that the chiropractic examining board define educational standards for the delegation of exercise rehabilitation to a chiropractic assistant. Motion failed.

 

Motion: Moved by Bronston, seconded by McMahon to approve sending a 36 hour chiropractic assistant exercise rehabilitation class to the examining board. Motion carried.

 

ACA Survey of ACN Practices

 

The American Chiropractic Association is conducting a survey to determine on the managed care practices of ACN. They are requesting the help of states in getting chiropractors to complete a survey. The results on this survey will help determine if action can/should be taken against ACN.

 

The WCA conducted a similar survey over a year ago. Based on the survey, we attempted to collect data from our members that would substantiate alleged violations of Wisconsin law. Unfortunately, we were not able to collect enough data to allow us to take legal action against ACN. Based on the results of the ACA survey, the WCA Board of Directors may re-initiate its action against ACN.

 

Motion: Moved by Bronston, seconded by Steele to request that WCA members participate in this survey. Motion carried.
